Director, Procurement Unit
Mrs. Rafat Omolara Smith is a Deputy Director of Procurement who is presently the Head of the Procurement Unit of Lagos State Primary Health Care Board.
She is a seasoned and skilled professional who has garnered over 21 years of working experience in the Civil Service.
She holds a BSc in Agriculture from Usman Dan Fodio University, Sokoto (1991), an MSc in Agricultural Economics from the University of Ibadan (U.I), Ibadan, Oyo State (1998) and a professional diploma certificate in Computer Science from Lagos City Computer College, Ikeja, Lagos state.
Mrs Smith began her career in the Civil Service of Lagos State in March, 2000 after a brief stint in the private sector, rising rapidly in her civil service career from Agricultural Planning Officer II Grade level 08 in the year 2000 to the rank of Deputy Director of Procurement Grade level 16. She has since served in a number of MDAs of the State, including the Ministry of Agriculture and Cooperative (Now the Ministry of Agriculture) as a Planning officer between 2000 to 2005, the Agricultural Land Holding Authority as the head of the Planning Unit between 2006 to 2013, the Office of Public Defender as the Head of Procurement Unit from 2013 to 2014, the Lagos State Independent Electoral Commission from 2014 to November 2016, the Lagos State Waterways Authority from 2016 to 2022 and then was deployed to the Lagos State Primary Health Care Board where she currently serves as the Head of Procurement Unit.
She is responsible for coordinating the proper administration of all procurement, contractor registrations, appropriate pricing and timely delivery of goods and services ensuring that support services are given efficiently and effectively to all functional areas with the implementation of procurement policies done in line with the organization’s overall objectives, strategies, mission and vision.
Mrs. Smith is a chartered member of the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN).She is also a member of the Association of Public Procurement Practitioners of Nigeria. She attended various courses and trainings during her career growth in the service some of which covers Procurement management, Procurement Audit, Selection and Recruitment of Consultants.
She is also the Treasurer of the Association of Nigerian Women in Procurement (ANWIP).
She enjoys traveling, reading and networking.
