Mandate

The Directorate of Pharmaceutical Services is charged with the responsibility of enhancing equity and access to quality, affordable Medicines and consumables leveraging on strengthened supply chain management system towards the attainment of Universal Health Coverage rendered through efficient Pharmaceutical Services to the community.

              The responsibilities of the Directorate are as follows:

  • Ensure uninterrupted access to quality, safe and effective essential medicines through the implementation of the Sustainable Drug Revolving Fund Scheme (SDRF) at the PHCs.
  • Coordinate all aspects of the Commodity logistics management including, supervision and capacity building of all logistics officers.
  • Ensure rational use of medicines at the Primary Health Centers and facilitate Pharma-covigilance reporting.
  • Coordination of LGA Logistics Management Coordinating Units (LGA-LMCU) in the 20 LGAs.
  • Ensure accountability of receipt and supplies of Public Health Commodities, essential medicines and vaccines through tracking consumption levels and review of reconciliation reports.
  • Ensure regular Logistics management Information system (LMIS) meetings to review and analyze the quality of collated consumption reports of Public Health Commodities, essential medicines to inform resupply, prevent stock outs and wastage.
  • Develop logistics along with support plans, budget requirements and deployment timelines.
  • Coordinate the operation of The Essential Drug System and the Sustainable Drug Revolving Fund Scheme at the PHCs.
  • Develop logistical plans for current operations and logistics contingency plans.
  • Develop and execute tools and methodologies to enable effective implementation of logistic plans.
  • Develop and distribute standard operating procedures to Primary Health Centers to manage logistics operations efficiently.
  • Ensure all supervised logistics officers are trained as well as cross-trained adequately.
  • Identify added logistic training requirements to attain high working standards.
  • Coordinate logistics activities related to procurement, funding and substantive units.
  • Develop and execute logistics support policy and processes in line with global best practices.
  • Liaising and negotiating with suppliers, manufacturers, retailers and consumers.
  • Strategically plan and manage logistics from Lagos State Medical State to the Last mile and customer services.
  • Coordinate and track of quality, quantity, stock levels and delivery times of Public Health Commodities, Vaccines and Essential Medicines.
  • Maintain metrics and analyze data to assess performance and implement improvements.
  • Review Logistics tools for any gaps in data collection and reporting.
  • Ensure strengthening of Supply chain logistics of Public Health Commodities/Essential Medicines and vaccines.
  • Coordinate regular visits to Primary Health.
  • Centers for monitoring and supervision where possible to ensure quality of services, accurate data collection and verify consumption rates of pharmaceuticals and supplies.
  • Attend Quarterly Procurement Supply Chain Management (PSM) meetings and work closely with other partners in logistics of Public Health Commodities, Essential medicines and vaccines, ensuring access to the services and to avoid duplication of efforts.
